Groundbreaking for new security centre in Vienna’s Favoriten district

The groundbreaking ceremony on 20 October 2025 launched the construction phase for the new security centre in Vienna’s tenth district. Full-service general contractor HABAU GROUP, client RAINER Gruppe and numerous representatives from politics and administration honoured the project as an important step towards strengthening public security.

It’s official: Gudrunstraße 192 is to become home to a high-powered hub for risk prevention and rapid operational readiness by the Vienna Police. On behalf of RAINER Gruppe and in close collaboration with partners such as Cserni Projekt GmbH, CL-Haustechnik Planungs GmbH and Nobis2 Baumanagement GmbH, HABAU GROUP will be implementing the new location of the Vienna Provincial Police Directorate (LPD Wien) and thus contributing to the creation of qualified jobs. After its completion in summer 2027, the sustainably designed security centre with three above-ground and two below-ground floors will encompass around 15,000 square metres.

“We at the HABAU GROUP are pleased to be implementing the new security centre for RAINER Gruppe. With our long-standing expertise, as the full-service general contractor we’re responsible for everything from execution planning to implementation”, states Hubert Wetschnig, CEO of HABAU GROUP.

More security for Vienna’s most densely populated district

Interior Minister Gerhard Karner and Deputy Mayor of Vienna Kathrin Gaál emphasised the significance of the project for Vienna’s police infrastructure. The lease agreement for four LPD Wien offices has already been signed: in future, the police station, the Favoriten city police force, the Favoriten police department and the Southern Division of the State Criminal Investigation Department will make use of around 7,000 square metres of the building – all three above-ground stories along with 36 parking spots in the underground garage and other ancillary rooms. In addition, 124 parking spaces are available to both LPD Wien employees as well as guests of the adjoining RAINERS Hotel Vienna.

Technical precision for greater security

HABAU GROUP is in charge of the new construction of the office building and the ramp structure leading to the underground garage entrance. This contract not only requires intensive coordination with the authorities, but is also technically demanding: two underground floors are to be built while the adjacent hotel continues its operations, and will be secured using an overcut bored pile wall. Due to the high groundwater level, permanent water retention is necessary. In the area around the private road, the cut-and-cover method will also be used to maintain the bus entrance throughout the entire construction period.

On the path to gold certification

The new security centre will guarantee not just energy efficiency, but workplace comfort too. The modern features include a district heating connection for an environmentally friendly supply, concrete core activation with ceiling cooling for a pleasant indoor climate and flexibly designed office spaces.

As the general contractor, HABAU GROUP commits to realising the project in accordance with the criteria of the German Sustainable Building Council (DGNB) certification system. The goal is to obtain the gold certification by way of comprehensive planning documents, calculations and verifications.
