A PPP project involving construction, financing and maintenance of access
With the completion of the building shell, a significant milestone was achieved in the new construction of the elementary educational institution “bafep21” in Vienna’s 21st district. The project is being carried out by a consortium consisting of Apleona Austria GmbH, RBI Leasing GmbH and HABAU Hoch- und Tiefbaugesellschaft m.b.H. within the framework of a PPP (Public Private Partnership) model on behalf of the City of Vienna. On 16 September, the consortium held a topping-out ceremony together with the client and representatives of politics at Schloßhofer Straße / Freytaggasse. The start of school operations is anticipated for autumn 2026, with overall completion planned for 2027.
The HABAU GROUP is responsible for the realisation of the construction. Apleona is in charge of setting up the technical building equipment incl. interior furnishings and the 25-year operational management. Financing and structuring of the PPP project are being undertaken by Raiffeisen-Leasing in collaboration with Raiffeisen Bank International.

Facts and figures: the elementary education institution
The new construction will predominantly be erected on the existing 13,000-square-metre open space of the former education institution from 1978, while parts of the old location at the Patrizigasse will continue to be used. The architecture adjacent to the road merges with the intersection harmoniously, establishes free spaces protected against noise and traffic and links the education centre and practice kindergarten via short routes and open views to create a functional unit.
For the shell, a total of almost 1,000 finished facade parts were installed, which were prefabricated with windows and solar protection and the colour details completed at the HABAU prefab plant in Perg. This method enabled a particularly short shell construction time of just twelve months.
In future, the new training institute will encompass a total of 35 classes as well as a practice kindergarten for ten groups. Generous open areas and around 2,000 square metres of terraces provide space for encounters, playing and learning. Moreover, a ceremonial hall with space for 250 people is being established as an event venue. In future, a photovoltaic system covering 860 square metres will provide sustainable energy. Heating and cooling will take place via heat pumps fed by geothermal probes, controlling the temperature of the building in a sustainable manner.
With the shell complete, work is now focused on interior construction, which is already in full swing. The new school is anticipated to be put into operation in August 2026, with overall completion scheduled for 2027.
